    Mike Nakornkhet

    Airport Director at San Francisco International Airport


    Mike Nakornkhet is the new Airport Director of San Francisco International Airport (SFO). Prior to leading SFO, he served as the Chief Financial Officer and Executive Vice President of Denver International Airport. Mike's career in aviation spans more than 25 years including prior roles with United Airlines, Northwest Airlines, and United Technologies Corporation as a Mechanical Engineer. He has a degree in Mechanical Engineering from Purdue University and a Master of Business Administration from Indiana University Kelley School of Business. In 2023, Mike was named the Airports Council International North America Finance Professional of the Year for Large Hub airports.



    Judi Mosqueda

    Chief Development Officer at San Francisco International Airport


    Judi Mosqueda is the Chief Development Officer at SFO and oversees Planning, Design and Construction, Sustainability and Resiliency. She is responsible for the successful implementation of SFO’s $11B capital improvement program that includes the renowned Harvey Milk Terminal 1, Terminal 3 West, and the West Field Redevelopment Program.

    Judi is a licensed landscape architect with 30 years of experience in design and construction. She has a nuanced understanding of collaborative project delivery and the progressive design-build contracting method. At SFO, Judi’s passion for place-making guides her delivery of exceptional projects.

    Annalisa Murphy

    Deputy Executive Officer and Project Manager for the GLine BRT Improvements Project, LA Metro’s first Progressive Design-Build project


    Annalisa Murphy has more than 12 years of experience in transit capital project management, operations planning, and capital program planning. She has led major initiatives at Metro, including her current role as Project Manager of the G Line BRT Improvements Project, and has also worked on transit projects at Destination Enterprise, Swiss-based SMA Rail Consulting+IT, and MTA New York City Transit. Annalisa holds an MPA from Columbia University and a B.S. in Business Administration from Miami University (OH). Her career path also includes five years in automotive advertising and two years of Peace Corps service in Guatemala.



    Nell Mardirosian

    Deputy Executive Officer and Deputy PM for the East San Fernando Valley Light Rail Project, another Progressive Design-Build initiative


    Nell Mardirosian has over 15 years of construction management experience working on major transit projects within Los Angeles County. Nell’s expertise lies within third party coordination and utility relocation with various agencies including the City of Los Angeles, Los Angeles Department of Water (LADWP), Los Angeles County Department of Public Works (LACDPW), Southern California Gas (SCG), Southern California Edison (SCE), and various communication companies. Spending most of her career with Metro, she’s worked on mega transit projects such as Exposition Light Rail Transit Phase 1 and 2, Purple Line Extension Phase 1 and is currently working on East San Fernando Valley Light Rail (ESFV).

    In addition to managing third parties and utilities, Nell’s most recent experience on ESFV includes project management responsibilities such as negotiating and managing various contracts, including the Progressive Design Build (PDB) contractor, negotiating master cooperative agreements, coordinating with elected officials and stakeholders, and successfully securing funding from the Federal Transit Administration’s (FTA) first Expedited Project Delivery Pilot Program.

    Nell received her Bachelor’s degree in Urban and Regional Planning from Cal Poly Pomona in 2008 and her Master’s degree in Public Administration from California State University, Northridge in 2010.


    Anna Hermelin

    Co-head of Projects, Americas, and Office Managing Partner for Ashurst, Metro’s retained outside counsel for multiple alternative delivery projects


    Anna has over 17 years' experience advising on the structuring, development, and financing of infrastructure projects globally across all asset classes, with particular focus on transport and social infrastructure alternative delivery projects. Anna's experience includes advising government agencies, private sector bidders and funders and she therefore has a clear understanding of the needs of each stakeholder group when structuring and implementing an infrastructure project. Currently based in the United States, Anna previously spent time advising on projects across Asia, based in Ashurst's Singapore and Tokyo offices. Anna's experience includes working as a secondee in the legal department of The Export-Import Bank of Korea from February – December 2014 and as senior in-house legal counsel for Sindicatum Sustainable Resources, a developer, owner and operator of clean energy projects.

    Prior to starting her legal career, Anna spent over eight years working primarily in the finance and technology sectors.

    Anna is admitted to the California State Bar and qualified in England & Wales.


    Michelle McFadden Quinn 

    Executive Officer, Projects Engineering - Program Management , LA Metro 

    Michelle McFadden Quinn is part of the team delivering of one of the largest transportation programs in the country at LA Metro. As Executive Officer for the Program Management Department, Michelle is responsible for overseeing multiple aspects of Metro’s construction program, including State of Good Repair projects and new Capital Construction. Her team of project managers and construction experts maintain and expand LA Metro’s system towards the future. In addition to overseeing LA Metro’s Alternative Delivery Program, projects currently under her purview include the Zero Emission Bus Infrastructure Electrification Program and the Mobility Projects leading up to the 2028 Olympic and Paralympic Games.

    Michelle holds a bachelor’s degree in Environmental Policy from Arizona State University and a master’s degree in Regenerative Studies from Cal Poly Pomona.


    Talin Espinoza

    Event Host, Royal Electric


    Talin Espinoza has twenty years of experience in the architecture, engineering, and construction industry. She brings knowledge, expertise, and industry contacts — but most importantly an enthusiasm for long-term success through strategic market capture and sustained relationships with clients, making her the perfect fit for Royal Electric. She is responsible for developing strong client relationships and a pipeline of work throughout. Talin is on the board of directors for Associated General Contractors of California, International Partnering Institute, and WTS Los Angeles. She is past president of the Southern California Chapter of the Construction Management Association of America. She is a co-founder of the Beavers’ Women in Heavy Civil. Talin was recently recognized by the San Diego Chapter of the Women’s Transportation Seminar, which honored her with its 2023 Rosa Parks Diversity Leadership Award.

    As Chief Strategy Officer, Talin will play a critical role in shaping the future direction of Royal Electric Company, responsible for developing and executing strategies to drive growth, optimize operations, and expand our market presence. Her role focuses on relationship building with owners and contractors in our infrastructure and building groups while also spearheading strategic expansion into new regions throughout the United States.
