Join us on Wednesday,  April 24th for our Capital Program Webinar series with Alfonso Rodriguez , Project Director at The Portal - Transbay Joint Powers Authority. This presentation will encompass an overview of TJPA’s approach to partnering to advance and deliver The Portal Project (previously known as the Downtown Rail Extension). TJPA has benefitted from a six-agency partnership and agreement to advance the project through the FTA Capital Investment Grant New Starts Project Development Phase. With their recent favorable project rating (Medium High) they will soon enter the Engineering Phase of the program which involves pre-construction. With this transition, they are adjusting their agency partnership agreement to support the preconstruction and construction activities of the project. TJPA is also developing their RFP for their largest contract package - Civil and Tunnel construction using a Progressive Design Build (PDB) delivery approach. To maximize the benefits of PDB delivery, they will implement a meaningful partnering program with their selected PDB engineer/contractor along with their operator – Caltrain using in integrated Project Delivery Team approach.

Alfonso Rodriguez joined TJPA in July 2021 as Project Director of The Portal Project, previously known as the Downtown Rail Extension following a career spanning nearly four decades in the public and private sectors including executive leadership and project management roles.

Mr. Rodriguez is a California licensed Civil Engineer and Land Surveyor experienced in design and construction of a wide variety of projects including subway transit, highways and bridges, and other municipal infrastructure. Throughout his career he has worked collaboratively with community groups, stakeholders, and agency partners as well as elected and appointed officials towards developing and constructing projects in urban settings. As a first-generation engineer, he has engaged in outreach and mentorship to underrepresented segments of the engineering community through his professional organization involvement. As such he was presented the Founder Legacy Award in 2021 from the Society of Hispanic Professional Engineers in Los Angeles and from his Alma Mater, California Polytechnic, San Luis Obispo, The Honored Alumnus Award in 2005.

As Project Director, Mr. Rodriguez provides leadership to the project delivery team and through collaboration with partnering agencies and stakeholders, is responsible for delivering Phase 2 of the Transbay Program, The Portal, that will extend Caltrain commuter rail and California’s future high-speed rail service to the Salesforce Transit Center in downtown San Francisco.
