Michael Thomas, P.E.
Capital Program Management Unit Manager, MWD
Mr. Thomas is a California-licensed mechanical and civil engineer with 30+ years working in the water, nuclear, petroleum, and aircraft industries. He oversees Metropolitan’s Capital Investment Plan team, standards and Value Engineering programs, and project controls; is a Board member for WaterStart, a water innovation non-profit; speaks at worldwide conferences on CIP planning and water innovation; formed CLEAN-17, an engineering network of western United States water agencies; and is the Logistics Chief for Metropolitan’s Emergency Operations Center.
Adham Almasri, P.E., PMP
Advanced Water Treatment Program Manager, IEUA
Adham Almasri currently serves the role of the Advanced Water Treatment Program Manager at the Inland Empire Utilities Agency. prior to that, he managed several diversified projects and half to the capital improvement program for over 16 years. He has work experience with private firms as well. he has a B.S. and M.S. in Civil and Environmental Engineering from the Oho State University, he is a Licensed Civil Engineer in the State of CA and a certified Project Manager Professional PMP.
David Yanez, P.E.
Construction Management Unit Manager, MWD
Mr. Yanez -Manages the Construction Management Unit, within Metropolitan’s Engineering Services Group, which provides the on-site construction inspection and contract administration for Metropolitan’s Capital Investment Program.
Received his Civil Engineering degree from Cal Poly Pomona and has over 30 years of experience delivering Metropolitan’s CIP projects.
Represents Metropolitan as a voting member on the Standard Specifications for Public Works Construction “Greenbook” Committee.
Adam Zacheis
Moderator, Brown and Caldwell
Dr. Adam Zacheis, a Vice President with Brown and Caldwell, has over 27 years of engineering experience, which includes process engineering, pilot plant research, design of membrane water treatment plants, advanced treatment facilities, and advanced oxidation technologies. Adam has worked on the evaluation of treatment processes for water treatment, brackish water desalination, and advanced treatment reuse for several major Southern California clients including LADWP, OCWD, the Water Replenishment District of Southern California, and the Metropolitan Water District of Southern California (Metropolitan). He holds a BS from the University of Illinois, Champaign-Urbana and a MS/PhD from Northwestern University.
