Elizabeth had a childhood passion for building things, which has turned into a career overseeing the design and construction of railroad capital projects. Elizabeth earned a Bachelor of Science degree in Civil Engineering from the University of California, Berkeley, and has almost 20 years of experience in the transportation industry. She is a Licensed Professional Engineer in the State of California.
Elizabeth began her career as an engineering consultant, providing design solutions for various modes of transportation. In 2013, Elizabeth joined the Southern California Regional Rail Authority (Metrolink) and has successfully managed railroad capital and rehabilitation projects from environmental, design, to construction and has helped secure over a billion in funding for Metrolink’s capital improvement projects. Under the leadership of Darren Kettle and Justin Fornelli, Elizabeth is leading the implementation of Metrolink’s Southern California Optimized Rail Expansion (SCORE) Program, a $10+ billion capital improvement program to transform and enhance the regional rail system in Southern California to meet the future needs of the traveling public and be ready for the 2028 Olympic and Paralympic Games. Elizabeth has been recognized for the Transportation Leadership Award in 2020 by the Conference of Minority Transportation Officials (COMTO) and as a Rising Star by Progressive Railroading in 2022.

Scott is a senior executive and licensed Professional Engineer with 20+ years of progressively increased leadership roles in facilities planning, construction, and maintenance. Scott has led global, regional, and local level master planning and capital investment decision processes, establishment of policy, budget development, and program execution. Scott has a successful track record of leading teams on a wide range of large, complex projects and programs. Scott has also demonstrated results in instituting organizational and process efficiencies and managing change.
Justin Fornelli

Justin Fornelli is Chief of Program Delivery for Metrolink, Southern California’s commuter rail service that operates in six counties. Fornelli directs staff and teams of consultants in the delivery of Metrolink’s capital programs including state of good repair, rolling stock, new capital expansion and third-party projects.
Fornelli has more than 20-years’ experience in transportation, having previously served as chief of transit and rail programs for the San Bernardino County Transportation Authority (SBCTA), chief rail engineer for North County Transit District in San Diego County, and as a consultant for clients such as the Orange County Transportation Authority, Union Pacific Railroad, as well as other municipalities.
Fornelli is a California Profession Civil Engineer and earned a Bachelor of Science degree from the University of California, Davis.
Fornelli lives in Redlands, CA with his wife and two sons, where he enjoys mountain biking, snowboarding, and cheering on his sons in their sporting events.
