Mark Leja is an Executive Consultant at Hill International, Inc. who specializes in assisting agencies with Strategic Planning, business best practices, and operational improvements.

A Partnering Champion and a strong advocate for collaborative construction, Mark is a founding member of the IPI Board of Advisors.

He worked for the California Department of Transportation (Caltrans) for more than 30 years. As the Division Chief of Construction from 2007 to 2014, he was responsible for establishing statewide construction and contract administration policies and implementing a record level of Caltrans construction projects. He also chaired Caltrans’ Steering Committee.
