Tracy Thomas

Tracy Thomas is a career member of the Senior Foreign Service of the U.S. Department of State Bureau of Overseas Buildings Operations (OBO), where she currently directs the construction operations for all new U.S. embassy and consulate projects worldwide. Tracy is also championing OBO’s partnering program, currently in pilot and development. Prior to her current position, Tracy was the Project Director for new diplomatic construction in Suva, Fiji; Sana’a, Yemen; and Islamabad, Pakistan. She also held the position of Senior Construction Executive with responsibility for all diplomatic construction in Europe.

OBO is the single real property manager for all U.S. diplomatic facilities around the world, managing a portfolio of properties in over 291 locations around the world, valued at over $80 billion, with another $20 billion in ongoing capital construction. OBO’s mission is to provide safe, secure, and resilient facilities that represent the U.S. government to the host nation and support its staff in the achievement of U.S. foreign policy objectives.

Tracy has over 30 years of federal and private sector experience and has been recognized with numerous awards for superior performance and leadership and was selected to be a Congressional fellow from 2016 to 2017.
