SFO Runways 1-19s RSA Improvements Project
Owner: City and County of San Francisco Airport Commission
Prime: DeSilva Gates Construction
Prime: Graniterock
CM: Parsons Brinckerhoff
Facilitator: OrgMetrics, LLC
Subcontractor: Royal Electric
PM: AECOM (with Lean Photometrics)
Controls: Cooper Pugeda Management
Project Description:
The improvements made to SFO Runways 1-19s Runway Safety Area brought SFO’s four runways up to full compliance of FAA Standards. The contract included over $95M of direct construction work as well as the installation by the Contractor of over $50M of owner supplied materials. The Team completed the work one month ahead of schedule, with no lost time accidents, under budget, exceeded the stringent FAA contract quality requirements, and achieved substantial completion with no unresolved issues or claims.
Project Challenges:
At the time, the Project was the largest airfield construction project undertaken at SFO in the last 50 years. The scope and schedule restrictions required that over $1M of construction work be completed on a daily basis, and be sensitive to safety, airfield security, and the Airlines who could not afford to experience construction-related delays.
Terminal 2
Owner: City and County of San Francisco – Airport Commission
Prime: Turner Construction Company
Designer: Gensler Architects
CM: T2 Partners
Facilitator: OrgMetrics, LLC
Project Details:
The Terminal 2 project at SFO was a $383 million overhaul project that updated the outdated 1954 vintage building. Terminal 2 featured a state-of-the-art lounge, art exhibits, kids play areas and “hydration stations”. It also represented a new experience for travelers and cemented SFO’s reputation as the major gateway
Project Challenges:
The Terminal 2 project saw success despite a compressed and difficult schedule with a goal to deliver a world-class facility on-time and on-budget. The team had to work around existing Air Traffic Control Tower operations, existing tenants, passenger movements, traffic, NYGoodHealth Medical clinic operations, a road strengthening condition change, and new tenant build-outs during base building construction. The team accomplished their goals without any claims, time-loss-incidents, and did it on-time and on-budget.
Terminal 3
Boarding Area E
Owner: City and County of San Francisco Airport Commission
Prime: Hensel Phelps Construction Co.
Designer: Gensler
Designer: The KPA Group
CM: PGH Wong Engineering, Inc.
Facilitator: OrgMetrics, LLC
Project Description:
The $71 million SFO Boarding Area E Improvements project was set to completely rebuild the existing boarding area, adding over 32,000 SF of additional space, expanding the nine aircraft boarding gates, enhancing dining and shopping options, and to achieve LEED Gold standard in sustainability.
Project Challenges:
With a 24 month project deadline, a large number of stakeholder groups to satisfy, and a diversity of specific requirements, extraordinary coordination efforts and outside-the-box thinking was required. The team also dealt with unforeseen underground conditions, irreparable utilities, a late addition to the scope of the project, and a significant water intrusion incident that cost the project $1 million in damage.
SFO West Field Cargo
Owner: City and County of San Francisco Airport Commission
Prime: McCarthy Building Companies, Inc.
Designer: Kwan Henmi Architecture and Planning, Inc.
PM: The Allen Group, LLC
Facilitator: OrgMetrics, LLC
Project Details:
The West Field Cargo Redevelopment Facility (WCF) at San Francisco International Airport (SFO). The cargo area, approximately 62,000 sf with a clear height of 26 feet included two office pods, each two stories tall, total about 14,000 square feet (sf). The project was completed with a perfect safety record.
Project Challenges:
A traditional cargo facility is designed with offices in the mezzanine completely removed from the cargo space. For the WFC Facility, however, the team proposed a “POD” design that resulted in a flexible final tenant space for SFO that allows tenants to be close to their cargo areas. By utilizing PODs, the WFC Facility re-imagined how a cargo facility functions and created a more collaborative space. Despite starting with a budget of $55M that was then reduced to budget of $30.9M, the project was successfully completed under the allotted amount.
SFO RSA
Owner: City and County of San Francisco Airport Commission
Prime: Gallagher & Burk, Inc.
Facilitator: OrgMetrics, LLC
Project Details:
The RSA R/W 10R Paving and Lighting Project, part of SFO’s Runway Safety Area (RSA) improvement program was the first of several RSA projects at SFO that brought the airport up to compliance with FAA design standards.
Project Challenges:
The project lengthened the 10R runway 800 feet, required paving, excavation, grinding, soil stabilization, aggregate base, cement treating, utility relocation, lighting, and new taxiway configuration. The electrical and navigational aid work on the project was also quite substantial for the contract time allotted.
