T.J. Schulz is the President of the Airport Consultants Council (ACC), the global trade association that represents private sector companies involved in the development and operations of airports and related facilities. He routinely interfaces with the Federal Aviation Administration (FAA), the Transportation Security Administration (TSA), and the U.S. Congress concerning high-priority technical, regulatory and legislative issues. Prior to his tenure at ACC he worked for the American Council of Engineering Companies and the American Association of State Highway and Transportation Officials. Schulz monitored and secured legislative language through the legislative process by working with Congressional committees and grassroots efforts. He graduated from Bucknell University with a B.A. in Political Science.

Keynote Speaker Roddy Boggus

Executive Vice President of Aviation, Suffolk Construction

 

Roddy Boggus is the Executive Vice President of Aviation at Suffolk where he is responsible for National Aviation Strategy, Pipeline Sourcing, and Tier Accounts. He is a licensed Architect in 11 states with a Bachelors’ of Design from Texas Tech University. He has been involved in the aviation industry for 30 years. Roddy is the 2017 Board Chair of the Airport Consultants Council (ACC) and sits on the Board of Directors for the International Partnering Institute as well as the International Association of Airport Executives. When not working Roddy volunteers as a Mentor/Champion for the Jobs for Life Program.

Duane Boreham

Vice President, Aviation Group, Q&D Construction

 

Duane Boreham, as Vice President of the Aviation Group, follows through on partnership-based, negotiated or public CMAR projects across the U.S., delivering each with an approach combining a comprehensive understanding of airport security and daily operations with a partnership-based sensitivity to client goals and needs. Boreham is responsible for the management of all Q&D’s aviation-related construction, from single kiosk installations to multi-million-dollar baggage system upgrades to terminal expansions and major security revisions. He is a member of the American Association of Airport Executives (AAAE), the Northwest Chapter of the American Association of Airport Executives (NWAAAE) and the Airport Consultants Council (ACC), and the IPI Aviation Committee.

Director of Airports, San Luis Obispo County

 

Kevin Bumen oversees the Airports Department management of San Luis Obispo County Regional and Oceano Airports.  Currently he is directing the construction of a new replacement terminal which will include six gates and facilities for three airlines and four rental car companies. Mr. Bumen served as the Director of Aviation at the Truckee Tahoe Airport District for over 10 years before his tenure in San Luis Obispo.  He developed a love of aviation growing up in an Air Force family and learning to fly while in high school.  He is an active pilot with over 25 years of aviation experience.  Mr. Bumen earned his Bachelors of Science from Cal Poly, San Luis Obispo.

Judy Ross

Deputy Director, Planning and Development, Mineta San Jose International Airport

 

Judy M. Ross, A.A.E., is the Deputy Director, Planning and Development at the Mineta San Jose International Airport since June 2015.  Prior to coming to San Jose, she was a Deputy Aviation Director at Phoenix Sky Harbor International Airport for seven years, Director of Airport Planning and Development at Little Rock National Airport for two years, and Manager of Program Controls at San Diego International Airport for ten years. Judy has a Master in Aviation Management from Embry Riddle Aeronautical University and a Bachelor in Business with a Major in Airport Administration from the University of North Dakota.
